It's reflected in their policies. They don't look at these events on an individual level, they don't look at George Floyd as an individual event. They look at it from a global perspective - how to solve the problem on a nationwide level. That is what people in power should do.
They try to find the cog in the wheel that led to his death. Which policy should be removed or added.
They hypothetically apply the solution to another dozen cases to see if it would have worked. Then they go back to the drawing board, and try again.
